Sipxecs should run a caching only dns server or have access to one on its
private network that will resolve its records properly.

If it has a private IP address and resolves it's DNS "to itself" but gets a
public IP address, IT WILL NEVER WORK.

You are better off to reinstall and let it be its own DNS server resolving
itself to itself if you do not have a private DNS server on your network
that will do it for you. IF IT WERE ME... (and it's not)...

I would reinstall and let sipx be my DNS server, then grab the records from
the zone file and put them in my local DNS server on my 10.x network (if I
have one), then set sipx to use that server instead and change bind to
caching only.
