If you use SIP trunks, they will automatically know when the trunks can't
connect to the PBX.  You can have your provider set it up to forward on
failure, it would be automagic for you.

If there is no power then YES it would. This way it can be forwarded off
site, but do as you want.

I am glad you mention this more detail. What I plan on doing
is that if the system goes down either in a power outage or
server failure etc.. is to plug the POTS line directly into
our standard analogue phone system which is already wired
up.

Since this is the case would the call forward variable still
be appropriate.
