I think this is going backwards...

The call is not being originated from sipx - it is being originated from 
another phone system and sending 6<xxxx> to sipXecs.  I think, in this 
scenario, the '6' must either be removed at the gateway level - or add 6xxxx as 
an alias to every user.

I use a custom dial rule on sipx for such a task.
Just create a custom rule that matches 6xxxx, converts it to xxxx, and without 
a gateway.
