It seems to me that your server cannot locally resolve DNS. I had this issue before where /etc/resolv.conf didn't have the correct entries in it. Check /etc/resolv.conf to see what's there, then do a DIG test from that server (view the testing section of http://wiki.sipfoundry.org/display/xecsuser/Location+based+DNS+views+for+sipXecs+using+BIND for information on how to do a DIG test).
