Blf works fine on polycom 3.1.3. SLA does not. I would refrain from changing registration intervals.
The "flashing" was reviewed within a few days on this list. I don't use or recommend those phones, but find in general that if a phone was previously registered, and "re-registers" when a change is made, BLF can take some time to catch-up.
