No, sipXecs is a completely different code base.

It is also architecturally different.  sipXecs is fundamentally designed to use 
a proxy architecture, and to separate many of the functions into separate 
processes (which communicate via SIP).  Asterisk is fundamentally a B2BUA 
design, with a more monolithic structure.  (Although due to practical 
considerations, sipXecs includes some B2BUA functions and Asterisk includes 
some proxy functions.)  sipXecs also uses Freeswitch to implement voicemail and 
similar functions.

The result is that the two systems have distinctly different sets of functions, 
and they differ in scaling properties and cost.  They also differ in the 
demands that they place upon phones and connections to the PSTN.
