No. It is not based on FS. It is SIP only, and was written specifically (and
independently) for sipxecs. FS is currently used only for media services in
sipxecs in 4.2.

They are not standards based if they send DTMF inband instead of using
RFC2833. I would NEVER use an ITSP that does that. EVER.
