This turns out to be a Java problem (most likely). After upgrading from
4.0.4 to 4.2.0 we also started having problems with Sipxconfig, where in
Java would run away with the cpu and lock up the web interface after
gradually getting slower and slower. It typically would take 20 to 30
minutes of using sipxconfig for this to happen. The temporary fix was to
restart sipxecs. We upgraded to SipX 4.2.1 at the end of last week and
this Java problem went away. No more lockups since the upgrade. I just
tried the restart function with send profiles all and yes to
auto-restart and it works as well. Ten of the twelve Polycom phones
restarted, including in remote sites. I need to chase down the why not
on the two that didn't but.. it appears the fix to Java from 4.2.0 to
4.2.1 solves the sipxconfig lock up problem, and the problem I was
having with restart was also related to the Java problem.

The sequence of messages below appears to consistently appear in
conjunction with the Restart Job Failure on Time out waiting for
response. I haven't seen a Notify related to the restart at all. I don't
think it is being generated. SipViewer is certainly not picking it up in
any case.

Below is from a less search of the raw log files for the minute in
question.

The common sequence being

          Returning first location of the service running on multiple
servers: sipxProxyService
          Java:ERR:<MY-server>:Timer-19:00000000:sipXconfig: "Queue
full"
          Java:ERR:<MY-server>:Timer-19:00000000:sipXconfig: "Queue
full"

The Java:err queue full messages always come just after the job failure

You should have seen a single NOTIFY message sent to the phone AFAIR.

Are there any errors in
 /var/log/sipxpbx/sipxconfig.log
