No. On incoming calls (from PSTN to sipx) the gateway would not be ANY, it
would be NONE. Sipx would be the gateway.

You only choose an actual gateway or SBC when you want that gateway to pass
the call on (out to PSTN or remote network/system).

I think those type of dial plans should be specific and also carefully
placed in the dial plan to prevent real calls from "not" getting out.
