Can you do a siptrace and see if the call passes through the proxy anyway? I am not sure I'd recommend anyone use 3.2.<anything> but it is definitely something that should be looked at.
Can you also grab a log from the cisco gateway? In 4.2.x and up, the phone should provision a line even if not configured specifically. Devices>phones>filter by:unassigned. Do you see it there?
