It doesn't work remotely probably because there is a
restrictive firewall at the other end. You will also need to
NAT FWD udp/69 from your public IP where sipx sits to its
private address.

tftp is not a great provisioning tool for remote phones.
ACTIVE FTP is not better, so PASV FTP is what sipx also
supports. I expect to see http/https provisioning to a lot
of phones in the next year, because remote firewall
restrictions are making it more difficult to get around.
