The amount of information you have not provided makes it very difficult to do anything more than speculate.
Why are the calls going to the ITSP voicemail? Is that what happens when you fail to register with the ITSP? When you register with the ITSP after restarting what port are you registering on? Did you get a siptrace? It really sounds like a router problem though. I would suggest using pfsense and taking the questions out of the picture, but it needs different hardware than you are using now.
