sipXecs is an enterprise telephone system. As such, it will generally be installed on a companies domain. You would give it a host name on that domain. SipXecs.bobgailer.com as an example.
On the front page of sipfoundry.org there is a large graphic with a link to a book about the sipXecs system. It's a great starter book. The user web is access by the same method you use to access the administrator web. Simply enter the username and password for the user you want to access. Voip.ms works fine with sipXecs. Yes, FXO and FXS is supported, but not from within the server. They need to be standalone gateways - Audio Codes, Patton are a examples. Personally, I'd re-install if the domain name is messed up by using yahoo.com. My current DHCP server distinguishes devices by MAC address ranges. Can I do that with sipXecs? I use voip.ms as my ITSP. Will that work with sipXecs? Is there any support for FSX - FXO cards?
