SipXecs version - 4.2.1 (latest stable)

The post I linked to above wasn't clear on exactly how to pass this
locale parameter, and I'm still unsure what the "name" parameter is used
for, so this is what we tried:

Default language is english or "Default"
Created phantom user (200)
Set call forwarding to auto attendant for that user - cannot pass
parameter locale=fr-ca. 
Defined call forward action in main auto attendant menu - there it seems
I can pass language parameter (eg. sip:[email protected]:locale=fr-ca), but it
always says "Please hold until I transfer..." and there is no effect on
language.

Currently the *only* way I can get a different language (for system
prompts) is with a personal auto attendant set to override language.
