I've had this happen multiple times on various versions (It happened to me about a week ago on a vanilla 4.4 from the iso). It seems to happen when I've been making changes to sipXecs a day or two before (I know, sounds weird).
Rebooting would fix it for a day or two - then it would do it again. Sending server profiles and restarting the services fixes the problem (until I make several changes again...). So now I'm in the habit of sending profiles and restarting services after I make a significant number of changes (AA/hunt groups/etc.).
