Network (most likely). 1. Subscribe to the users mailing list. You message will reach a wider audience, and get more attention. 2. Describe your connectivity better. Are you using sip trunks? It is most likely a network traffic issue. I suspect you are using sip trunks. It is also likely you do not have adequate traffic shaping/prioritization measures in place at your firewall.
