Nobody admitted this to be a bug in both sipX nor freeswitch so i do not
think a tracker would be appropriate. If you have some time to tinker
with javascripts to modify SDP as it goes back to your provider, you can
use Karoo Bridge. I can help with the script that can modify that SDP.

Whether this would solve the disconnect issue needs to be seen, but at
least the response from Freeswitch would be different than the current
m=image 0 UDPTL 19
Probably changing this to
m=image 0 UDPTL t38
as shown in the example SDP in the Draft would solve the issue.
