Voice Operator Panel is a soft client that can be a console, or just a simple softphone. They have a feature that allows you to have the ability to see who is calling, as well as who they are calling. Based on who they are calling, you can have it pull up discrete directories. It also has CRM search capabilities based on the CNAM.
You could also use a standard phone with this software, as it has a "tether" feature, you talk on the phone, but do call control with the Console software. This would accomplish what you are looking to do.
