if the leading 0 was also the 'long distance' access code.
you could tell the dial plan to use it as 'optional' or
outpulse it.

(in the US, we use a 1 as the long distance access code.
most caller id numbers come in without the 1).

go to dial plan, open 'advanced settings'

Treat long distance prefix as optional [*]
long distance prefix:  0
