If you are using a pfsense - make sure that you actually turn on the block countries rule. I originally thought I had it turned on, but I just selected the countries to block and didn't enable it...
I was, however, using Tony's recommended rate limiter and I would only get a couple call attempts before the firewall started blocking them.
