Polycom what? sipXecs ver? Firmware ver? Bootrom ver? How did you configure them?
With current polycom firmware (3.2.6 firmware and 4.3.1 bootrom) and sipXecs 4.4.0 and DNS setup properly, I've not seen this not work. Something fundamental is wrong here. I'd suggest building a clean and isolated system (answer no to DNS question and answer no to DHCP question), yum update it, put 2 different users on and 2 different phones (with the current firmware). Then add each user to the other's phone and test (users -> user ext -> speed dials -> put in the ext and monitor presence check box). Don't take short cuts. Hopefully by doing the above you'll see that it works and maybe learn what is different about what you have now.
