I would not be sure this applies to your environment (or any). I'm not aware sipx will send busy to PSTN callers. That is usually done at a gateway or provider. sipx's incoming call design is designed to avoid call blocking (so the calls would go to voicemail, etc.). Internally if the user does not have voicemail permissions (and PSTN calls) what happens when you dial someone who has DND enabled or calls=1?
