Not being critical, but you know you are testing with a legacy device. If so, you probably have some around and are trying to re-use them. Read on...
You should ensure you are using the latest bootup/firmwarefrom polycom for those EOL models by uploading them to sipxconfig portal, device management... Legacy 3.1.X sip.ldExtract the sip.ld (or sip_314.ld, sip_316.ld) from the 3.1.X SIP Application zip. It will be used by the legacy models (IP 301, 501, 600, 601, and 4000.) You are getting a config error because the phone can't parse the conf file, reboots and loops. It's difficult to have newer phones and legacy polycoms and manage them properly these days though.
