If you are rebooting the server you remove the ability to troubleshoot
and see what's wrong.

You have 4GB of RAM, which is usually enough for a system with ~25
users (IMO). So were you using swap? Did you restart PROXY or
REGISTRAR before pushing the shiny red button?
