Done that. I have over 400 phones in my environment and this issue didn't start 
until I imported the latest 25 users and phones.   Some of the new phones have 
directories and some have speed dials but new speed dials aren't showing up and 
newly provisioned phones don't get directories or speed dials beyond the 3 line 
buttons. It's almost like there is something invalid in the mac-directory.xml 
and the phones are failing to load it. Is there a way to verify the 
mac-directory.xml file to see if there is an error ? I checked the config audit 
log but that didn't show anything.

You have to send profiles and reboot the phones in order for them to load...
