Try the latest RPM from the repo and set the these values in the proxy
config
SIPX_TRAN_HOOK_LIBRARY.100_sipheadercheck :
/usr/lib64/transactionplugins/libSipHeaderCheck.so
SIPX_TRAN.100_sipheadercheck.REMOVE_ACCEPT_LANGUAGE : true
SIPX_TRAN.100_sipheadercheck.REMOVE_REMOTE_PARTY_ID : true
SIPX_TRAN.100_sipheadercheck.INSERT_RECORD_ROUTE_AFTER_SPIRAL : true
SIPX_TRAN.100_sipheadercheck.INSERT_PATH_ON_REGISTER : true
SIPX_TRAN.100_sipheadercheck.INSERT_PATH_ON_REGISTER_UA_REGEX :
^(CSCO|Cisco)
This should give you back cisco blind transfers.
