Please check the permissions of the directory
sipxchange:sipxchange 0755
and the files within the directory should be

WAIT...

they should all be sipxchange:sipxchange 0644

I am thinking one of the last updates changed the user for
sipXalarms-config.xml to root:sipxchange.

Please change the user:group of that file is set to sipxchnage and try
again. If that fixes it please open a bug:

My system installed in feb shows this, my local lab system updated last
week shows the same root:sipxhcnage ownership behavior on that file.
