Thanks much. This would be to indicate a bounding box search for data 
in a SIS quad tree". I notice that I also included a <point> parameter -- I 
think that can be omitted, in favor of West Bounding Coordinate, North 
Bounding Coordinate, East Bounding Coordinate, and South Bounding
Coordinate (as <westbc> <northbc> <eastbc> <southbc> specifies).

That make sense?
