In that case, all of the mechanism is there. Someone who needs it may just have to build it themselves from the instructions on the download page.

I don't know of anything that has changed since we originally had this discussion - I know debian has formal approval to release crypto, by following some defined processes. I personally wouldn't upload a tarball with this source without consulting a lawyer first.
