This needs some reflections... the function of udev/hotplug are mainly
2: discover the hw and so the kernel modules to load and populate /dev.

The 2nd could be obviated simply populating /dev by a script (i.e.
MAKEDEV), but the 1st function seems more difficult to be replaced...
the only way I see is to keep discover and run it only with 2.4 kernels.
