Which default shell are you using? You can check it by:

ls -l /bin/sh

As a workaround you can just edit /etc/systemimager/cluster.xml manually
and run si_clusterconfig -u

Did you start netbootmond (/etc/init.d/systemimager-server-netbootmond)?
Moreover, check if your tftpd is working in the same root directory of
SystemImager (you can check this looking at the TFTP_DIR parameter in
/etc/systemimager/systemimager.conf.
