So control-opt-cmd-O isn't working from TextMate?  Are any errors reported in 
TM's LaTeX run log?  Try calling Skim's displayline script manually as

/path/to/Skim.app/Contents/SharedSupport/displayline 10 
"/full/path/to/file.pdf" "/full/path/to/file.tex"

in Terminal.  See if you get any error messages.
