1. Print it. If you need it "constantly", then pin it to your wall. 2. Use Skim to select the document's text and save that as a text file, at any type size you wish. 3. OCR the document and save it with a more readable font size. 4. Use PhotoShop to enlarge the document, print again as PDF or as an image. 5. Print the document to PDF using a scaling factor. Use the new one. 6. etc. Trying to "jimmy" some software settings seems really overboard here.
