I said that: "notes are always located on a page". That includes the yellow text notes. Also anchored notes (the little icon) is always located on the page, both in Skim and in Preview. The only difference is that Skim displays the /content/ of those notes in a separate window, while Preview displays them in the margin. And Skim contains much more content. I gave you the reason why Skim cannot use the display in the margin.
