Toggling could simply turn off a mode. Many apps feature such toggling. E.g., 
it would appear, all the options under View in Skim.

I had never used the New Note function of the Notes menu before. I assumed it 
was identical to the new note mode of the toolbar. I see the difference now. 
I'm not sure of the reason for it. Indeed, with respect to the toolbar's new 
note mode it seems to me primarily a nuisance. My assumption initially and all 
along, until now, was that it should either toggle or have only a one-time 
effect, the way the New Note function of the Notes Menu. Is there a reason?

And I do see that by selecting another toolbar mode I can turn the preceding 
one off.
