Changing pop-up duration is not the best way to address either issue. When it is invoked intentionally, there is no reason for the pop-up to go away on its own (the user may still be reading); it should wait for an ESC (or a focus event elsewhere, etc). But when a pop-up is not needed, it would make sense to prevent it from coming up in the first place, e.g. by requiring a modifier key in addition to mousing over an anchor.

These popups are fine, but they stick around too much and I have to
"shake them off" especially when I go to a new page.  They should be
less persistent.
