We had a thread about this on the general list over a year ago, there are dozens of such places.  Some of the ones that I remember:
 
http://getoutthere.bt.com is probably the most relevant for you -- the "bt" means British Telecom.
http://www.freespeech.org (25 megs on a RealServer for on-demand, but tech support is non-existent).  I used to work there.
http://www.givemetalk.com (audio, on demand only)
http://www.iclips.com (pretty cool -- they do put their ads on your content)
http://www.eveo.com (watch out for the copyright language in their terms of service -- they may end up owning your work, I've heard -- no direct knowledge of this)
http://www.live365.com ("live" MP3 streaming)
