The real reason most Isp's don't do Large scale multicasting is that is
decreases the aggregate back bone until that they get $$$ for.

It's actually cheap - a free service with many backbones - and not that hard
to configure. But not many network admins have bothered, since the
vast majority of multicast-enabled content has been academic conferences
with
small audiences.
