That used to be the case, but it's not anymore. Many, many backbones - Sprint,
UUNET, AT&T, AboveNet, and Verio off the top of my head - have implemented
multicast throughout their whole backbones, and with the exception of UUNET,
all the folks on that list either offer it for free with a connection or
charge a nominal fixed fee that isn't dependant on the size of the webcast(s).
