Jules:

The U.S. Naval Observatory CCD Astrograph Catalog (UCAC2) may be what 
you are looking for.  While it doesn't go down to 17th magnitude, it 
does cover the entire sky to 16th magnitude (roughly 80 million 
stars).  At present, the published and released portion of the 
catalog is complete from the south celestial pole to about 45 degrees 
north declination.  The complete catalog will be available by 2006.
