In short, the best is to update your ATI video driver to the last version. But for the first time today I have the capability to reproduce this bug myself as I receive a new laptop at work with a Radeon 9600 :-) I quickly install an old driver to try that and it crash as expected. I do a few change based to the V3.0 library and now it is working on my machine. I am very interested if you can do a try before to upgrade your video drivers. Just download : http://www.ap-i.net/tmp/planetrender.zip replace PlanetRender.dll in "Program Files\Ciel" by the one in the zip file.
