Your Required fields for this catalog should be: RA(hours),DEC sign, 
DEC (degrees), Catalog ID, and Magnitude (mag).  The rest are 
optional but including them will improve the usefulness of the 
catalog. I am just guessing here but you may not be getting CatGen to 
define the fields properly.  The method I use it to first click the 
field, highlighting it but being careful not to accidentally check 
mark it. Next go down to the position window, where the data in the 
actual catalog of is displayed and highlighting the positions where 
the data occurs. Now go back up and check the box in the field 
description. That locks the field to the field position in the actual 
data file.

In your example: for RA (hours) you would first highlight  [RA 
(hours)], leave box unchecked. Go down to the data display and 
highlight positions 15 and 16, then go back up and "Check" mark the 
RA (hours) box.  Do the same for the rest of the fields.
