I doubt it. If this is really caused by some foolish bureaucrat's worries
about National Security ("Heck, Elmer, somebody might shoot a GREEN LASER at
the
new KH we spent all that money on.").
Frankly, I expect we'll see an INCREASE in restrictions as the Feds attempt
to ensure that nobody without that vaunted "need to know" has TLEs for ANYTHING.
