Hi Rod,
I am inclined to agree with you about the government getting less 
restrictive. I would be my thinking that NORAD would want folks to 
use their elements. That way they could control the accuracy of 
anyone attempting to do something to the new "KH". The reality is 
that TLE's are based on Keplarian elements are not going to accurate 
enough for any thing but visual observation. Maybe someone with more 
knowledge on orbits could comment further. 
Another question I have is that has anyone from other that the US 
been able to signup at Space Track? The user agreement does not 
specifically exclude any countries but does mention no export.
