There is zip files available from the Sourceforge download page:

then open "current catalogues".
Tycho is cdctyc.zip, the variable stars cdcvar.zip, ...
You can extract the zip anywhere you want as you can specify the full path in
the catalog configuration menu.
If you prefere to have them in /usr/share, as the standard catalog, run:
sudo unzip cdctyc.zip -d /usr/share/apps/skychart/
(if unzip is not installed: sudo apt-get install unzip )
If you not have another source for a catalog the .exe installer must work with
wine:
sudo apt-get install wine
wine cdcxxx.exe
