I just downloaded a small subfield of USNO-A using the "online resources"
(globe icon).  I noticed when trying this that the recent problem with the
Vizier site at positive declination that we fixed by using a different mirror
site now seems to be affecting the other mirror sites, so I used the ESO skycat
online source.  The stars are labelled as, for example, "E_USNOA
U0975_00653440".  So I put "0975_00653440" in the search box noxt to the
binocular icon and it didn't find it.  But then I put the "U" in front, and it
worked.

Since Vizier still works for negative declination, I tried the vizier site for
another subfield.  These stars are labelled, for example, 
"V_USNOA  0750-00568909".  In this case, searching on "0750-00568909" worked.

I don't know if it would work if you had an entire USNO catalog.  It might be
very slow, with so many stars to search through.
