Checking the data at Vizier shows it listed with magnitude 99, which the deeper catalogs sometimes use for their faintest stars, since these catalogs are usually intended mainly for astrometric reference, not photometric, so the magnitudes are not very precise in the first place.
Using USNO-B1.0 in CdC (v2.76) these stars display as faint stars, with magnitude listed as 99 (in the "star magnitude limits" box at preferences>catalogs and object parameters>stars1, make sure either "limit" or "continuous" is _un_checked to get these faint stars to show). Unfortunately I can't check your star in USNO-B in CdC due to the recent glitch using the vizier online source in CdC for areas with positive dec.
