It doesn't show up in USNO-A2.0 if I use the CDS vizier source in CdC, but it does if I use the ESO Skycat source. Note that all of these examples happen to be very near relatively bright stars, so the Palomar sky survey plates are saturated. The deeper catalogs are all based on those plates, so there are errors in these regions. You can use the DSS online overlay (these are the Palomar images) to see what I mean- just one huge white ball about an arcminute wide, so when these plates were processed (by machines) to find the stars in the USNO catalogs, the fainter stars in these regions aren't really detected at all- these are just spurious detections. Apparently there's a glitch in CdC that doesn't read the "magnitude 99" correctly. But this works right if you use USNO-B.
