Thank you all for your help.  I see that more details from my side is needed so 
here it goes.

1) I started by following the links provided by CDC to the Compact HST GSC:  
"http://cdsarc.u-strasbg.fr/ftp/cats/i/255/GSC_ACT/"; since I do not have a FTP 
application.

2) Downloaded the following file: "src.tar.gz" 

3) Using 7Zip file manager I decompressed the ".gz" file to get the "src.tar" 
file and untared the "src.tar" so that I now have "*/src/src" subdirectories.  
In "*/src/src"  I have several text files and other files but there does not 
appear to be any data files and nothing that CDC will recognize to go from a 
red to white file location from the HST Catalog setup.

I think I am downloading a source tarball here, and if I was using linux/unix I 
could cope, but with a Win system I am a bit lost.  Am I downloading the wrong 
file?  There are a lot of file listed above the "src.tar.gz" file.
