Please Please Please specify which version you're using!!!!

I just tried it it v2.76. There are three ways to get a reticle on the screen.
You can click the reticle (bulleye) icon and it will put a reticle in the
middle of the screen. You can place one manually (right click, select "finder
circle", and a white reticle will appear and move with your cursor. Left click
to place it where you want it.) Or you can use the "track scope" option.

In polar (equatorial) mode, the screen doesn't refresh (except for moving
objects), so the reticle and screen stay fixed. So I tried it in alt-az mode.
A reticle placed just by clicking the reticle icon stays in the center when the
screen refreshes, but a manually placed reticle will move with the star field
when the screen updates, so I think that's what you want. A reticle from the
"track scope" option might move or not, depending on whether your scope is
tracking.

I've complained about that in the past. It would be nice to have an option
where it draws a reticle where the scope is aimed _if_ that point is in the
screen field, but ignores it otherwise. But you have to always turn off the
"track scope" option to move to a new field. I haven't used v3 much yet, but
I'm hoping it will have that option.
